European Union Police Mission
From 1 January 2003, at the request of the Bosnian authorities, the European Union has led an international police mission tasked with civil crisis-management. The European Commission is expected to take over EUPM activities after 2011.
The European Union Police Mission (EUPM) is assigned with establishing a permanent police organisation that meets international standards in Bosnia-Herzegovina. The mission focuses on building the capacity of the police organisation, with special attention to combating corruption and organised crime. Cooperation between the police and the judiciary is an additional point of focus.
The EUPM has no executive tasks but endeavours to achieve its objectives through advising, monitoring and mentoring mainly the middle and senior police executives. The EUPM does not have an armed component.
The Dutch contribution comprises 4 Royal Netherlands Marechaussee military personnel, 6 policemen and a Ministry of Justice official. In addition to EU participants, non-EU members also take part in EUPM. EUPM works in close cooperation with the UN, NATO and the OSCE.
On 8 December 2009, the civilian EUPM’s mandate was extended by 2 years and now runs until 31 December 2011.
