Mid-2008 the Hydrographic Office of the Royal Netherlands Navy (NLHO) established the interim Maritime Environmental Information Centre (MEIC) within the branch of Planning, Operations and Meteorology & Oceanography (METOC). The MEIC's primary responsibility is the implementation and execution of the NLD Rapid Environmental Assessment Concept of Operations, NLD REA CONOPS. This concept describes the process in which geographic, hydrographic, meteorogical and oceanographic information is merged to compile the Recognised Environmental Picture (REP). This REP can be utilised by planners and participating staff and units of military exercises and operations to enlarge the operational effectiveness and improve the situational awareness. The MEIC consists of hydrographic and METOC 'Seariders' who can be deployed during exercises and operations as an augmentation to the operational staff. 

Beside the operational aspects, the MEIC is also responsible for the production and implementation of Additional Military Layers (AML) of the Netherlands Continental Shelf and the Exclusive Economic Zones of Curaçao, Sint Maarten and Aruba for the Royal Netherlands Navy. The major part of the necessary information in these AMLs is held within the NLHO databases, however information originating from other sources can be incorporated.
